MBM Framework Revision: Call for Experts

Smart Freight Centre (SFC) has published two key documents: the Voluntary Market Based Measures Framework for Logistics Emissions Accounting and Reporting (or MBM Framework) and the Market Based Measures Specification for Logistics Emissions Reporting (MBM Specification). These documents set the rules for reporting emissions under the SFC Conformity Assessment Scheme (CAS). We are currently planning to revise the MBM Framework to version 2.0. A structured revision process will be conducted by an Expert Working Group (EWG). To keep everything up to date and in line with the latest developments, we’re putting together an Expert Working Group to update the document. While a public consultation will still follow later this year, we are also inviting everyone to submit open feedback or join our mailing list to receive updates about the progress via this form.

Project: Revision of Voluntary Market Based Measures Framework for Logistics Emissions Accounting

Background

Smart Freight Centre (SFC) maintains the guidance document Voluntary Market Based Measures Framework for Logistics Emissions Accounting and Reporting (MBM Framework).

To ensure these documents remain relevant and aligned with current developments, a structured revision process will be conducted by an Expert Working Group (EWG).

Objective of the Expert Working Group

The EWG will review, revise, and update the MBM Framework to reflect current best practices, scientific insights, and regulatory developments. The group will draft text proposals, review consultation feedback, and support final approval of the updated documents.

Expected Commitment

  • Participate in virtual meetings and two to three in-person meetings.
  • Contribute to drafting and review and comment deliverables.
  • Commit to the 12-month project timeline (March 2026 – January 2027). Anticipated effort:
    • 7 d to 12 d for EWG Member
    • 15 d to 22 d for EWG-Chair
  • Willingness to prolong commitment months if needed

Eligibility Criteria

Candidates applying for the Expert Working Group shall have demonstrated technical expertise and experience along the following criteria:

A. Technical Expertise

  • Market-based measures or carbon pricing mechanisms in transport
  • Life-cycle assessment (LCA), carbon accounting, or emissions monitoring
  • Policy design for GHG emissions(reduction) accounting
  • Verification, auditing, or conformity assessment
  • Environmental economics or certification frameworks

B. Sector Experience

  • Relevant experience in the transport, energy, or environmental sectors.
  • Familiarity with international standards (e.g., ISO, ICAO, IMO, ETS).

C. Neutrality and Independence

  • Experts act in an individual capacity, not as organization representatives.
  • (Potential) conflicts of interest must be declared.
  • Balanced representation across stakeholder types, gender, age and geographical experience is desired.

A. Application

  • Call for Experts published: 12 February 2026
  • Application Deadline: 4 March 2026
  • Evaluation of Applications: 4-9 March 2026
  • Selection approved by Steering Committee: 10-11 March 2026
  • Notification of selected experts: 11 March 2026
  • Kick-off meeting: 17 March 2026
